Exercise

The town of Bad Lobenstein is looking for bold guiding principles and spatial concepts for places of experience as well as accommodation and health architecture in order to define its character as a spa resort of the 21st century and to become one of the central destinations in European health tourism in the future.

The traditional spa town of Bad Lobenstein - about three hours each by car from Munich and Berlin - is located in the midst of a unique landscape with steep slopes and forests in the Thuringian Slate Mountains. With a total length of over 70 km, the Saale Cascade in Thuringia, which borders the town, is the largest contiguous reservoir in Europe. The so-called Thuringian Sea meanders through the Saale valley in countless meanders, lined with numerous recreational and holiday resorts.

The spa resort wants to play a pioneering role in the integrated development of urban and health planning. Exploratively, a clinic location is to be identified, the thermal spa landscape expanded and the accommodation offers diversified. Innovative and pioneering design approaches are to be developed for resource cycles, a connecting open space concept between natural and urban space and supplementary offers in the field of wellness, well-being and nature tourism.

In a trend-setting manner for spas and health resorts in the rural areas of Europe, urban and landscape development lines for integrated health, tourism and urban planning are to be developed for this location.

Exercise
An urban development vision is to be developed for the Karower Kreuz in the north-east of Berlin that shows how the development of a hybrid traffic junction can become an impulse generator for the urban further development of existing residential quarters.

Berlin's population has grown continuously by almost half a million inhabitants over the last 20 years. The district of Pankow in the north of Berlin is one of the fastest growing districts and has a particularly dynamic development. In order to meet the challenges associated with this, especially the shortage of housing, Berlin is developing innovative and sustainable urban districts. At Karower Kreuz - where city turns into countryside - there is significant urban development potential for Berlin with several large brownfield sites.

The construction of the regional and suburban railway station "Karower Kreuz" can provide impulses for reorganisation within the Europan project area and also the surrounding area. The aim is to overcome urban development barriers and create a place of networking and interconnection that links the various urban and landscape spaces and enhances them in terms of design.

The interplay of new and existing neighbourhoods at a regional and suburban railway station, which is in the preliminary planning stage, is at the centre of the consideration of the site. Forward-looking planning approaches are sought at the interface of urban and transport planning. As the nucleus and new urban centre, the new station building is decisive for further urban development processes in the surrounding area. In terms of urban planning, the designs should contribute to the debate on urban mobility, density and networking and strengthen an integrated perspective of urban growth.

Excercise
The competition task is to develop a programmatic and spatial future perspective for the historic spa district that does justice to it as a central common urban space for residents and guests in Borkum.

Ideas should be developed on how recreation, leisure and health care as well as housing for islanders, but also for guests and seasonal workers can be further developed in a future-oriented way. The restructuring of the content includes questions of diversified housing, the hotel business, cultural and spa offers indoors and outdoors, as well as the accommodation of event rooms, a small library, a visitor centre of the national park and an information centre of the town. How can the different functions be organised and how can thematic and spatial links be created?

For both project areas, new buildings, uses and open spaces are to be designed that offer added value for guests and islanders. Multifunctional, mixed buildings that can be adapted for different uses are to be developed. For project area 1, the question is how monofunctional large-scale architecture can be made fit for the future through additions, conversions and further construction.

The North Sea island of Borkum is located in the Wadden Sea natural heritage area and, at 31 km², is the largest of the seven East Frisian islands. The town of Borkum consists of three districts spread across the island. In the east, towards the mainland, the "Reede" with its harbour area welcomes visitors. In the west, the "Borkum" district, the most important tourist attractions, the town hall and most of the island's residents are located.

The spa quarter in the district of Borkum (Europan area under consideration) with its historic and culturally significant spa architecture from the 19th century houses the most important spa and cultural facilities, hotels and leisure uses and is thus Borkum's flagship and unique selling point.

Exercise
The city of Ingolstadt is located in the south-east of Germany and is the second largest city in Upper Bavaria after Munich. Today, the north-western urban area is characterised by a heterogeneous settlement structure consisting of commercial, office, residential buildings, grey infrastructure, brownfield sites, parks and agricultural land, and is under high growth and development pressure.

The task is to design a new, lively and mixed neighbourhood in the project area. The large roundabout, the so-called Audi-Ring, can remain in its form or the entire area can be completely rethought - provided that a plausible other traffic solution is proposed.

We are looking for designs that show a future-oriented perspective for the north-western part of the city. The new quarter is to be an important development step towards the future as a mixed urban building block. What uses are necessary to create a lively quarter? What do the ground floor uses and the connections to the public spaces look like? Which building typologies are suitable for multifunctional buildings? Where are meeting places located and how can synergies be created through multi-coding, e.g. living, working and social infrastructures? How can the "community of residents" be promoted through structural settings and offers? What private, public and semi-public spaces are available in the neighbourhood, in buildings and open spaces? How can flexible, adaptable building typologies be created that do justice to many, also changing user groups and create a social mix? What does ecological urban development look like that does justice to climate protection and climate adaptation in particular?

Type of commissioning
It is planned to conduct further studies in a next step. Depending on the results of the competition, the involvement of the winning teams is desirable.

Exercise
The competition task is to show in an exemplary way what innovative, experimental, dense, ecologically and socially sustainable housing construction on the outskirts of the city can look like. The search is on for a model, new, affordable and mixed housing with a wide variety of housing models that simultaneously takes climate protection and adaptation into account.

Kassel is located in the geographical centre of Germany and is the third largest city in Hesse with a population of about 200,000. In recent years, the city has experienced dynamic development, which is reflected both economically and in rising population figures. Kassel's housing market is characterised by rising rents and property purchase prices. Housing supply, especially for low-income households, has deteriorated and there is an increased need for affordable housing.

The major challenge for the city of Kassel is to provide the necessary housing on the one hand and to achieve the desired climate targets on the other. The previously undeveloped northern city fringe area in the Wolfsanger/Hasenhecke district is earmarked for building development. The focus is on the approx. 15-hectare area currently used for agricultural purposes and the adjacent 1960s residential area to the south with high-rise buildings and building towers covering an area of approx. 10.5 hectares.

The particular challenge in terms of urban development and open space planning lies in the balancing act between the development of a new residential quarter with a new formulation of a qualified "green" settlement end and the interlocking with the existing settlement context and the adjacent landscape. This requires both a sustainably conceived and at the same time dense, innovative and experimental housing construction as well as the exploitation of internal development potential through possibilities for internal densification and improvement of the living environment in the existing neighbourhood.

Typ of commissioning
The city is open to the idea of working with the competition teams (e. g. mandate for an urban plan) on the upcoming planing steps.

Exercise
Based on the Jupiterstraße neighbourhood centre in Leipzig-Grünau, spatial development concepts are being sought for the peri-urban settlements of the constantly growing city of Leipzig. With the Leipzig-Halle conurbation and a population of over one million people, Leipzig is the economic centre of eastern Germany. The 23 lakes around the trade fair city of Leipzig, newly created as a post-mining landscape, shape the image of the city on the water in the metropolitan region of Central Germany.

Exemplary models for combining living and working in a large housing estate are to be developed that contribute to local supply, meeting places and culture. Decisive impulses for lifelong learning in the neighbourhood are desired, as are green and open space concepts that go beyond the district. A new school building is expected, as is a critical examination of the site, new building and spatial typologies, and proposed solutions for a contemporary approach to the inadequate scale in the area.

An identity-forming concept and, in particular, a long-term vision are sought for the project area, which is characterised by demolition, abandonment and loss of function. This vision is to be exemplary for the future change in the significance of Grünau, a district in the west of Leipzig that appears largely isolated from the rest of the city. In addition, the visions to be developed are to be exemplary for the transformation of central service areas in large housing estates of post-socialist urban development in Europe.

Exercise
Munich is looking for innovative solutions for a harmonious combination of residential and commercial by transforming a commercial area into a new, dense, urban inner-city quarter. The novel quarter is intended to serve as a pilot project for hybrid, climate-smart urban development and to show new ways in urban development.

The metropolis of Munich, Germany's third largest city, is striving to become climate-neutral by 2035. A major challenge is to reconcile growth pressure and climate aspirations. Munich is trying to meet this goal through inner densification. One of the largest urban development areas in Germany, "Neufreimann", is located in the immediate vicinity of the Europan area.
The competition task is to develop forward-looking ideas for redensifying or redeveloping the existing commercial area to make it a mixed-use, urban, productive and lively urban development. The site as "resilient hybrid urbanism" is to serve as a pilot project for hybrid spaces. The aim is to create a mix of uses for different types of housing and commercial typologies: We are looking for innovative solutions for the coexistence or superimposition of commercial and residential uses.

The commercial and specialist market location is to be further developed in a space-efficient manner and additional mixed uses such as offices and flats are to be created. The goal is a high urban density with a simultaneous high proportion of greenery.
In line with the urban planning idea, a concise open space system is to be created, featuring public, communal and private green spaces as well as pathways with a high quality of stay. The overarching goal is to develop a mixed, lively, sustainable and climate-sensitive neighbourhood.

The planned steps after the competition include the preparation of a development plan and the structural implementation for the project area. However, this requires the approval of local politics or the city council. Subsequently, the planning can be advanced in cooperation with the owner or project developer and the team selected in the competition.

Typ of commissioning
The planned steps after the competition include the transition of the results into urban land use planning as well as the constructional imple- mentation for the project site. However, this requires the ap- proval of the local politicians and the city council. Exercise
The competition task is to develop concrete, realisable ideas for a mixed, sustainable and lively neighbourhood with modern forms of housing and diverse communal areas. The residential quarter, which dates back to the 1960s, is to be further developed as quickly as possible through new construction, conversion and/or restructuring of existing buildings.

The Bavarian city of Regensburg is a prospering metropolis with a high quality of life where around 170,000 people live and work. A housing estate with 18 apartment buildings is located on the 4.2 ha competition site.

Some of the buildings in the project area have already been modernised or replaced by new construction. Due to the intended redevelopment measures, many flats are currently vacant, which means that there is an urgent and large structural restructuring potential.

The challenge is to carefully make the existing neighbourhood fit for the future and make it more attractive through 1. new construction, 2. conversion and 3. modernisation. The new building is to be constructed on a vacant lot in the middle of the neighbourhood. The conversion involves an existing building that is currently empty and can be extended, raised, restructured or partially demolished and rebuilt. The modernisation measures can be applied to several Stadtbau GmbH buildings. As these are also empty, the interior of the building can be reorganised and proposals for new uses can also be made.

Furthermore, the design task is to develop a holistic urban concept that takes into account both moderate redensification possibilities for housing and social and infrastructural needs, e.g. day-care centre, café, community rooms, etc. On a conceptual level, ideas for open spaces, mobility and a possible heat supply should also be identified.

Typ of commissioning
The Stadtbau GmbH plans to upgrade the neighbourhood as soon as possible with new construcion, conversion, renovation and modernisation as well as the implemantation of open space measures.
